Their answer was Operation Fishnet, a covert sabotage campaign run by the Navy’s Underwater Demolition Teams—the predecessors of the Navy SEALs. These frogmen carried out nighttime missions to slash massive fixed fishing nets, destroy equipment, and sometimes even mine small vessels. Why target fishermen?
