These frogmen carried out nighttime missions to slash massive fixed fishing nets, destroy equipment, and sometimes even mine small vessels. Why target fishermen? Because North Korea’s coastal fishing industry fed both civilians and frontline troops, making it a quiet but critical supply chain.
